本次规划基地选取自全国最大的钒钛磁铁尾矿库旁的伴生村庄阿署达村，存在矿区空间闲置、景观恶化、产业失落等的问题，因此规划运用了适应性循环理论，以清洁能源利用和钒钛尾矿库利用为打造重点，建设集生态、康养、民俗、景观四位一体的现代化零碳示范旅游文化村。
