本方案以“聚落”为切入点，运用传统草原建筑空间组织法则，让建筑与环境进行对话，并为当地居民打造生活活动的聚集场地。建筑采用当地生土做墙体，碎石做墙基，结合廊架遮阳，百叶遮阳，高窗通风，双层窗等多种被动式技术，实现低技术绿色建筑设计，同时采用太阳能板与屋顶一体化设计，太阳能集热器，沼气，地源热泵等主动式策略，进一步降低能耗，提高室内舒适度。
