“移动的盒子”——公众健康视角下的香港南昌街健康景观设计

SITE STATEMENT
    深水埗是香港最贫困落后的地区,场地问题较为复杂。以下从香港的社会、经济、环境三个层面来聚焦分析深水埗实际面临的问题。
    在社会层面,深水埗人口密度大,人口老龄化严重,贫困率高,贫富差距大,资源分配不均,整个香港社会出现两极分化趋势。在经济层面,近些年,香港经济受到世界经济和疫情影响出现衰退,失业率创新高。菲佣的大量输入,形成特有的社区经济空间,但菲佣作为少数族裔之一,饱受社会歧视和雇主压迫,难以融入社会,不公平现象时常发生。在深水埗,菲佣们聚集于此聊天,祷告,缓解了他们日常紧张的工作氛围。此外,深水埗吸毒、贩毒现象时常发生,人们迫于生活压力或是周围人影响而去吸毒,青少年吸毒比例上升。在社会环境层面,破窗效应下,恶劣的卫生环境也助长了不少社会问题,吸毒、打架斗殴、乱扔垃圾等行为层出不穷。深水埗属于高密度城区,容积率高,绿地率低,生活环境较差,医疗设施、服务设施落后,公共服务的空间不平等也加剧社会经济不平等。

    疫情背景下,香港的经济问题和社会矛盾加剧,也加剧了空间不公平。老人和少数族裔这部分弱势群体受影响较大,脆弱性增加。对老人来说,他们行动不便而不能去更远的地方,使用绿地更难;而且老人免疫力低下,防护措施不到位,更容易感染,死亡率更高。对少数族裔来说,他们在场地聚集,容易感染,同时也会给场地中的原住民带来风险。疫情加剧了不平等,也给居民的心理带来负面影响。

设计概念:  
在当前的形势下,如何利用城市破碎绿地促进城市弱势群体的健康,成为核心问题。我们的设计意愿是让场地更健康,健康绿地的作用将从生理、心理、社会三个层面促进人们的健康,我们将引入设计策略,帮助弱势群体融入社会。帮助老年人更舒适便捷地使用该空间;少数族裔们能更好的融入社会,在场地中自在活动,获得更多空间公平;也为了缓解该场地高密度聚集的情况。更重要的是希望通过激活、链接、再生等方式能解决疫情期间及后疫情时代人们对绿地空间的使用,主要能通过控制社交距离、增加休憩设施以及建造疗愈性景观来舒缓焦虑不安的情绪,更好的使用绿地。缓解精神压力,鼓励距离式活动,促进社会交往,帮助弱势群体融入社会,营造一个健康和谐的绿地空间。基于场地现状,我们提出“连接——激活——再生”三个阶段的设计目标:“激活”指通过干预性设计措施使场地重新焕发活力,提高场地安全性与通用性设计;“连接”指通过绿色邻里空间的设计,修复将场地中人与人、人与场地的关系;“再生”指依托绿色邻里空间重新恢复场地秩序,建立公平的社会等级制度以及营造公众自发维护的绿地空间。

设计策略:
我们设计的场地位于香港南昌街休憩公园,六块狭长形带状绿地,我们希望通过分阶段重新激活、重新连接和重建场地,分别应用于疫情前、疫情中、疫情后,打造一个弹性系统,不仅适用于日常生活,同时也能从容应对重大公共医疗卫生事件,抗击疾病,推动健康。

Sham Shui Po is the poorest and mostbackward district in Hong Kong, and the site problem is more complicated. Thefollowing is a focused analysis of the actual problems faced by Sham Shui Pofrom the social, economic and environmental levels of Hong Kong: At the sociallevel, Sham Shui Po has a high population density, a serious aging population,a high poverty rate, a large gap between the rich and the poor, an unevendistribution of resources, and a trend of polarization in the whole Hong Kongsociety. On the economic level, in recent years, Hong Kong's economy has beenaffected by the world economy and the epidemic to recession, and theunemployment rate is at a record high. The massive importation of Filipinomaids has created a unique community economic space, but as one of the ethnicminorities, Filipino maids suffer from social discrimination and oppression byemployers, making it difficult to integrate into society, and injustice oftenoccurs. In Sham Shui Po, Filipino maids gather here to chat and pray, relievingtheir stressful daily work atmosphere. In addition, drug abuse and drugtrafficking often occur in Sham Shui Po. People are forced to take drugs due tothe pressure of life or the influence of people around them, and the proportionof teenagers taking drugs has increased. At the level of social environment,the poor hygiene environment under the broken window effect also contributes tomany social problems, with drug abuse, fighting and littering. Sham Shui Po isa high-density urban area with high plot ratio and low green space rate, poorliving environment, backward medical facilities and services, and spatialinequality in public services also aggravate socio-economic inequality. Theeconomic problems and social conflicts in Hong Kong have intensified in thecontext of the epidemic, which also exacerbates spatial inequality. The elderlyand ethnic minorities, a vulnerable group, are more affected and have increasedvulnerability. For the elderly, it is more difficult for them to use greenspaces as they cannot travel further due to their mobility; and the elderly aremore susceptible to infection and higher mortality due to their lowered immunesystem and inadequate protective measures. For minorities, they congregate atthe site and are vulnerable to infection, while also posing a risk to theindigenous people in the site. The epidemic exacerbates inequalities and has anegative psychological impact on residents.Design Concept: In the currentsituation, how to use urban broken green space to promote the health ofvulnerable groups in the city has become the central issue. Our designintention is to make the site healthier. The role of healthy green space willpromote people's health at three levels: physical, psychological and social,and we will introduce design strategies to help disadvantaged groups integrateinto society. To help the elderly to use the space more comfortably andconveniently; the ethnic minorities can better integrate into the society, movefreely in the site and get more spatial equity; also to alleviate the highdensity gathering in the site. More importantly, it is hoped that activation,linkage, and regeneration will address the use of green space during and afterthe epidemic, mainly by controlling social distance, increasing restingfacilities, and building healing landscapes to soothe anxiety and make betteruse of the green space. It can alleviate mental stress, encouragedistance-based activities, promote social interaction, help vulnerable groupsintegrate into society, and create a healthy and harmonious green space.Basedon the current situation of the site, we propose a three-stage design goal of"connection - activation - regeneration": "activation "refers to rejuvenating the site through interventional design measures,improving site safety and universal design; "connection" refers torepairing the relationship between people and people and people and the sitethrough the design of green neighborhood space; "regeneration"regeneration" refers to restoring the order of the site by relyingon the green neighborhood space, establishing a fair social hierarchy andcreating a green space maintained by the public.In terms of design strategy, wedesigned the site at Nam Cheong Street Recreation Park, Hong Kong, six narrowstrip of green space. By reactivating, reconnecting and reconstructing the sitein phases, applied before, during and after the epidemic, we hope to create aresilient system that is not only applicable to daily life, but also cancomfortably respond to major public health events to fight disease and promotehealth.Because of the need to maintain a reasonable social distance under theepidemic, so the modular design of low cost and easy maintenance, the scale ofthe module based on the social distance between people under the epidemic todetermine the combination and variation of different materials, differentfunctions of the module unit body designed to meet the epidemic, the epidemicin the use and handling convenient features, the epidemic in the baffle in theepidemic after taking out, speak of this version used for other functions.
